Angelina Kwan, CPA, CA ANZ

Angelina Kwan is the Chief Executive Officer of Stratford Finance, a Hong Kong–based advisory firm that helps financial institutions and digital asset businesses navigate regulatory complexity, strengthen governance, and build resilient, scalable operations.

A former regulator and senior financial services executive, Angelina brings a rare combination of regulatory insight and handson industry
experience. She has held senior leadership roles at institutions including Hong Kong Exchanges and Clearing, the Securities and Futures Commission of Hong Kong, Cantor Fitzgerald, and IMC Asia Pacific. This background enables her to advise clients with a clear understanding of regulatory expectations, market realities, and operational constraints.

In the digital assets and Web3 sector, Angelina has served as Senior Advisor, Group Chief Operating Officer and Group Chief Risk Officer at leading global platforms such as HashKey Group and BitMEX. She has worked closely with founders, boards, and regulators to support business growth, regulatory engagement, obtaining necessary
licences and enterprise-level risk and control frameworks.

Beyond client work, Angelina is actively involved in governance and public service. She chairs The Women’s Foundation and serves on multiple boards and government committees across finance, education, and technology.

Angelina is a Certified Public Accountant in multiple jurisdictions and is trusted by clients for her practical, commercially grounded advice in complex and evolving regulatory environments.
